- The candidate shoulf be a permanent resident of Jammu and Kashmir and belong to the Scheduled Tribe (ST) community as certified by a competent authority.
- The scholarship is open to students in Class 11 to PhD courses in recognized institutions.
- Students who switch to the same level of education in different subjects (e.g. B.Com after B.A.) or change professional streams (e.g. LLB after B.Ed) are not eligible.
- Part-time courses and students already registered in other scholarships for the same course are excluded from this scheme.
- Postgraduate medical students are permitted to apply.

The Post-Matric Scholarship Scheme for ST Students provides financial support based on the course group. The benefits of this ST Scholarship for students in J&k are categorized into four groups:
- Group 1: Hostellers receive ₹1200/month and day scholars get ₹550/month for Technical & Professional Courses.
- Group 2: Hostellers – ₹820/month for Graduate amd PhD Candidates.
- Group 3 (General Degree Courses): Students in BA/BSc/BCom receive ₹570 (hostellers) and ₹300 (day scholars).
- Group 4: ₹380 for hostellers and ₹230 day scholars is given to ST Students for Non-Degree Courses.
